I believe Shizune has the best breasts. Lilly may have a larger bust (or not, since those measurements aren't supported officially), but relatively, Shizune has the largest boobs. Even RAITA designated her as the one with big boobs.
The only one who can contest her on this point is Lilly.

As for who has the superior derriere, as Shintai says, there is almost no official art showcasing the character's rears, so any arguments to be made will mostly be opinions.
And really, this whole topic is opinions, as everyone likes different things, and the "best" for one person may be different for others. Like my argument for Shizune is based on size. Someone else could argue that Emi is the best because her breasts are the smallest, and that is what they like (also painting them as a lolicon, lol). Or you could put forth Rin for both, giving no evidence, and the reason being that you "just like her."

this topic is ment for discussion but not really serious discussion. There is plenty of discussion on these boards but I felt that since KS is an eroge why not have a simple topic discussing something we all like.

In terms of visually, it's close between Rin and Lilly for best figures (for me that is) but on saying that, apart from Emi, they all have pleasant and full figures
