Yea, avoid going offsite, the one Negi had in IRC just seemed pretty...well...like a circlejerk? I don't know a better term for it, but he called it "/a/ x Negi cybering" which made me lol.
/jp/ would be the best bet, Katawa Shoujo seems to be a western VN, and /jp/ includes VNs right? Plus they are on Easymodo, which provides easy access for those that miss the threads.
But from what I've seen they don't seem to take to kindly to it...
Either way, /a/ is the best option for right now, until its stated that they aren't allowed.
Not that being allowed or not matters, with the kind of people that run 4chan.

This. I figure the only reason we're getting knocked around is because of the high traffic crap on /a/ on the weekends. Good job guys. Haven't caught up yet, but hopefully tomorrow I can finish reading everything up to here. Also, I'm almost done with the first part of the MEU, so in a couple weeks I can go back to being a regular visitor for quite sometime. I expect many more awesome threads when I return, so keep up the good work.

I tried tracking it down too, but this is what "Tamahime" gets.
Obviously John Fraser is behind this doujin.

Found what it is: Himeno of Tamahime made a few pages of KS 4koma as a "copy book" omake release for their book in Comitia88, which was about a week after Act 1 was released. So yeah, the Japanese prove their speed once again, making doujins of KS less than a week after it was released. Too bad it's probably not possible to find more about it, as there was a *very* limited amount of copies of the omake paper, and they were printed with a printer at a paper store in the last minute, instead of an actual printing company.
