I imagine there was a cut scene in Shizune's route during the fishing trip. Shizune decides to up the competition by forcing Misha to play the fish. But Misha didn't do a good job so Shizune lost, leading Misha to feel so guilty that she sells herself to science to pay the debt owed to the victorious Lilly, and thus becomes Mishabot.
