So anybody know what the state of sex ed is in Japan?

There's no taboo on sex in Japan the way there is in the west, but sex ed is still pretty limited. Hisao's definitely of the generation that should have had sex ed as part of their official school curriculum, but lots of teachers are embarrassed to talk about it, so some youngsters learn more about sex from the manga they read (yeah, that's horrible) than from the sex ed in class. That said, it's still likely he's picked up enough to know what a condom is used for.

Gettign back to my favorite subject. Did anyone else think it odd that Hisao just happened to have a condom with him during Hanako's H scene? Perhaps despite her fears, he already had "Those kind of feelings" for her?

He did. At the start of act 3, around the time he has that first talk with Miki, Hisao realizes that he likes Hanako and is playing with the thought of asking her out. That's probably the time he got himself that condom in his wallet. It isn't until Hanako's emotional landmines are set off in class that he starts reconsidering the wisdom of confessing to her and wondering if Hanako is even ready for a relationship to begin with.

While I don't doubt Hisao's ability, men were cursed with two heads and only enough blood to operate one at a time, and, drawing from statistics, male teenagers have the worst time making decisions about stuff like this.

My problem is that none of the other h scenes he use protection.

Protection is mentioned in Emi's route too. During their first time (which happens off-screen) they admit it was unsafe and that's why the second time involves backdoor entry. In the final time they do use a rubber.

In Lilly's route, it's Lilly who uses the protection.

In Rin's and Shizune's route, it's never mentioned.

Hisao so blatantly using protection in Hanako's route is kind of symbolic since it showed his devotion to protecting her.
