"Girl" I assume is "Shoujo," which might translate into yuri. Would make sense, since yaoi and shota aren't on the list, due to lol, feminists.

Edit: It might also stand for "Joshi," meaning high school girls. Still pretty failure on the feminists part.

If the prime minister (?) is so intent on getting the NEETs out of their basements and this is a very real piece of news, then it's a very interesting move and could prove very effective if it actually works, no matter if the ban is just a threat and nothing more or if its made to stay.
