should've realised it didn't work out of context.
basically the drawing is a representation of a girl who's blind deaf, can't use her legs, has alzheimers etc.

Not really. It's been said to no end that Yamaku is not for the mentally disabled, so the girl's got to hit the street. Sorry, no place for her "kind" there lol

She is blind, deaf, and can't use her legs, along with being a catgirl ghost with some sort of terminal illness.

Dunno. Ask the devs.
I suppose that it may be because the mentally handicapped (or disabled, I don't know what is the accepted term) would need other, more specialized, kind of care and in Yamaku they try to push the students so they develop at least some level of self sufficiency, while the "mentals",as you call them, can't be left without care for long.
Edit:
Also, she's said to be a ghost.... doesn't that mean that she'd dead or something?? Would there be a Yamaku-esque place for handicapped-spirits-cripples?? Also... she's a robot too, isn't she? WTF is this character?!!

It isn't actually a character. It's two otaku discussing who the best possible eroge heroine could be, so they added every single cliche they could think of.
