Slow Recovery

Extras > Library tells me I missed "Slow Recovery".

However! I do get to the text of Slow Recovery, starting with
NARRATOR: "The halls are quiet as the courtyard was, naturally so since everyone is in class. I knock lightly at the door of 3-3 and push open the door when Mutou calls from the other side."
At this point the right-click menu tells me I'm in "No recovery".

Any idea why this may be?

I'm pretty sure this is in the wrong area, but here you go:

In order to get "Slow Recovery" in the library, you need to be in a situation where you're on both Shizune's Path and Emi's. You'll know you're there when faced with two new decision points.

If you get that line you are definitely in the scene Slow Recovery.
There are two variants of that scene though, one where you joined the student council and one where you didn't.
If you did you should get Misha bothering you after the line "I shrug and he gestures at me to run along so I naturally do."
Followed by two choices. The first can put you on the Kenji path if you're not careful, the second is whether to have lunch with Shizune/Misha or Emi/Rin.
It might just be that you have not yet seen all possible variants of that scene.
