Yeah, the guy that can have a heart attack from walking too far should try to bully somebody. Great idea. I'm sure he's going to live a long and full life that way.
"Hanako, what happened?"
"h-he was picking ... picking on me. We... we started yelling at each other... and ... and ... then he grabbed his chest and ... fell to he ground."
Would it be better to die at that point, or worse going to a school where everybody knows even the shyest girl in the place can take you out with no problem?

Why would you want to Bully another person in the first place!?!

Nah, because using my devilish charm, I'd persuade her to go out to dinner with me (my treat obviously), where I'd explain my love for her as well as the reason why Scout is in Yamaku trying to get laid.

Nah, Scout's there to get laid so Spy can't call him a virgin. I've already got this idea all laid out in my TF2/Self-Insertion/Crossover Fic
