The guy in the picture was someone who ran for the New York governorship. His platform, "The rent is too damn high!", was that if he were elected governor of New York he would make it more affordable for lower-income families to find housing.

The joke here, then, is:

1. to swap out "rent" for "Rin" as the words sound close enough in English to make the joke work; and
2. to swap one meaning of the word "high" (excessive, much) for another meaning (intoxicated, usually on illicit substances)

Hence, "the Rin is too damn high!"
