I felt that Shizune was more of a bully when it came to Lilly and everyone in general, but when you're descended from Jigoro...
I don't know about Shizune. Sure she likes to tease people, but it's mostly all in good fun. I will admit though when it comes to the school rules, she is very strict.
With Lilly though, considering their history together in the Student Council, and the fact that their fathers hate each other, I guess you would be right when it comes to their relationship.
Lilly's route spoilers: But at least they put aside their differences for a brief moment near the end of Lilly's route.
OT: I would never bully Hanako if given the choice. Probably the closest thing I would do to bullying is to playfully tease her. Only a little though.

If worlds/alternate universes collided, I think (especially regarding the whole fire thing) Dilandau Albatou from Escaflowne would make a great girlfriend/boyfriend companion for her after she mentally snaps from the bullying. Dilandau has quite the appreciation for death and fire.
