Then allow me to try something I don't think was stated. I have a few Genetic defects that we went over in genetics class today. I think one of thesecould be possible in her case.
"Super Females"
- 3 X-chromosomes
1/1000 live births
Some---mental problems, premature metapause, sterile, menstrual irregularities
"Lesch-Nylan Syndrome"
- Effects behavior
Defect in uric acid metabolism (One enzyme doesn’t function that is needed for breaking down of the acid)
Kidney failure
They self-mutilate themselves (Normally fingers)
The last is my best guess, where they have to keep an eye on her and tie down her arms at night. She might have learned sign language to give her something to preoccupy herself.

I still think she doesn't have a disability. Her mother is deaf and she was taught sign language to communicate with her. She elected to go to yamaku because she is comfortable being with those people. Then she made friends with Shizune.

I propose she may be missing one (accident/amputation?) or both (birth defect) ears.
The hair drills (and possibly dyed color) could be an attempt to cover it up and hide it, and the overly bubbly personality an attempt to distract attention from it.
The lack of an external ear, or scar tissue from an amputation would likely be extremely prone to inner ear infections (balances issues? volume control? check and check).
The lack of an external ear wouldn't prohibit hearing, but it would certainly effect it. She may even need a cochlear implant, and if she were regularly prone to ear infections or hearing failure, she likely would have been taught sign language.
Along with being a physical disability, there would also be mental stresses regarding facial disfigurement (that might go too far into Hanako character-territory, but it might also explain her antipathy towards Hanako, beyond the Shizune Vs Lilly division.
I may need to replay act I to specifically look for it, but I don't believe there are any visuals that reveal here ears, if she has them.

How about she's with the JGSDF's Godzilla task force. With the press of a button on her belt, she'll grow fourty-stories tall and WAHAHA the shit out of any giant monster that tries to knock over Tokyo.
