Putin wasn't President in 1999 either, and Arnie going into politics was kind of a big deal. The cartoon itself is Russian, you'll have to try (and I can tell this will be hard for you) to forgive them for mixing all the stuff together to make some funny coincidences to make you laugh even if it doesn't perfectly match history. Well... either way, he's getting a workout in, and it has been shown in canon that he improves quite a bit in the one year he runs with her, actually managing to catch her at one point just long enough to talk to her in Instant Replay. Well, he has to go to college and clearly he and Emi are taking separate routes, and it's obviously going to be tempting for him to stop exercising due to that but also due to time limitations.
