Meh I dont hate the guy, hes just annoying and afther a while you just say "oh what now" and hope it does pass quick so we can move on with the story.
Also idk if he just acts silly for Hisao's sake or not, I'm pretty sure Hisao himself even comments on how serious he is when he goes for a rant about feminist conspiracies. Though he can act normal and considirate as seen with Lilly.

I love the interpretation of Pac-Man where he's a just a lowly worker retrieving golf balls left all over the course by the rich masters and the ghosts are all previous workers who got conked on the head and killed by incoming golf balls in the line of duty.
While there's always a couple of loons, "feminazi" just seems like a convenient label that can be used to shut a conversation down when talking to people who may be vocal, but who also have genuine grievances.
Despite Kenji's misgivings, Japan could actually use more feminists including a bunch of vocal ones. The country currently still ranks at an embarrassingly low 105th place on the gender equality scale.

it's a cultural thing if you ask me, like the arabs have, so they don't really care where they stand in the world rankings, since it's been like that for ages

In other words, we'd be embarrassed if we were ranked that low, but they aren't. It's like press freedom, education quality, etc etc. The US churns out more social science research than any other region per capita on the planet. It's also biased towards certain norms, sometimes… embarrassingly so.
