It's by Mike Inel iirc.
You know, the guy who animates the Act cinematics.

Why is it always snowing in Iwanako fanart? It's beyond just "that's the only way we've seen her" and into the territory of "carrying a dam blizzard with you wherever you go."

Well, there's her disability, and therefore, her reason to go to Yamaku. She has snowphilia.
(Also, I could watch your avatar all day.)

I don't know if that's true or not...
I always interpreted it as in some cases they let you come in even if you can't afford it.
I mean, Hanako goes there and seeing as she doesn't have parents and I'm pretty sure she doesn't have a job, she wouldn't have enough money to pay for the tuition. While I think it's mentioned in KS that she gets money from the government, I doubt it'd be enough to pay for a school as good as Yamaku.

As far as we can tell, she never got any kind of closure on either of those points. From the description of the hospital visits she only moved on quite a while after her efforts had become futile. I don't think it's Iwanako who did anything wrong there.
I agree with you wholeheartedly. Thinking you made some person suffer even if you did it unconsciously and didn't meant it, the guilt can gnaw you to the bones for your entire life. And this person being your beloved one makes it even sadder.
*Sigh* Story of my life...

No effect. She arrives, gets hit by a bus, Hisao is shocked, Lilly comforts him, and they get together.

Like they should ^^

I don't really know about this. It is never mentioned wether she is popular or unpopular, but it is said she is quite and has friends. This is hard to judge, as you can't really interpret anything from what you know of her. You don't learn anything proper about her during the time she is thought about, and in that first scene. Personally, I think she'd find it harder to get to grips with her new life rather than fitting in. If she is a judgemental girl, then she'd be freaked out by some disabilities, and only befriend non-deformed people. But someone like her might go into depression in coming to Yamaku, that could be a factor. I can kind of see her talking to Hanako, but that's a longshot. But this is a difficult question to answer: these are just my thoughts.

It's a bit hard for me to answer this without bias, since my vision of "Iwanako at Yamaku" is painted by Leaty's fic, but I'd probably agree with most others that Iwanako coming to Yamaku during any of Hisao's adventures would be incredibly awkward. Perhaps she'd find that closure she'd wanted by writing the letter, but in a different way. Their relationship would still be over, but at Yamaku she could start over as Hisao did. Cue Katawa Shounen :P
