he's essentially Kingpin. gonna need some muscle to carry a huge-ass minigun all the time. not to mention being able to kill people and destroy sentries with his bare fists.
oh and he has the power of telekinesis but apparently it's underdeveloped.

And about Heavy, it's pretty clear that he's not fat. He's just bulky. Look at his legs! They're small compared to his upper body.
