An artist took some time to create KS-style chapter screens and scene pics that were then embedded into the story. Someone could draw CG-drawings depicting the fics' most important moments. Coloring would probably be optional although it'd be important for the pictures to look fairly similar in style to the VN's CG's as below-average quality pictures would drag the reader out of the story.
Of course, something like that wouldn't need musicians, programmers or managers...just dedicated artists willing to commit themselves to a task. But since "CG's" can be done on a case-by-case basis, starting out with two or three key scenes and working one's way down if they work well, it'd be a more realistic way of enhancing people's stories and it wouldn't clash with 4Leaf's license terms.

Seems like a great idea, but i have my doubts. Making a visual novel is not as easy as you're saying. If you're really serious about this but, here's a list of things i can do if you need any help
1. Proof Read
2. Translation to Bahasa Indonesia
3. Beta test
Not much, and not really impressive, but eh. I have a lot of free time in my hands. Now, exactly how are you going to pull this off? A full Visual novel with cinematics, music, and all that kind of stuff? And which fan fiction are you planning to use?

To eliminate the need for programmers, it might be possible to use Powerpoint to run the visual novel. It would be cumbersone and a bad idea overall, but I'm fairly certain it would work.

Well I, for one, are certainly optimistic about your ambitions. Why, because I know it is, in fact, possible to make a great VN, even if you are alone (not to speak of having a team behind it)
In my language region there is a guy who singlehandedly publishes VNs (he's published four already), he is insanely talented in pretty much everything other than music, he draws the characters himself, as well as the backgrounds. They look gorgeous. He also writes and proofreads his own scripts which encompass up to 1000 pages per VN. Other than the music, he does everything by himself and manages to push out insanely long and well-written VNs. And: he does it in RPG Maker, which is made for anything, but certainly not VNs. Making it in ren'py would probably make his work easier, but he doesn't know Python.
So yeah, making a nice VN is certainly possible, and you're going the easy route by using pre-written content, which makes it even easier.
The only thing is: you have to get behind it. Only 3 posts from you... . Get in contact with the fanfic writers whose work you want to make into a VN, get their permission and then get going. On your own. It can certainly be done, you just need the skills. No skills, no VN, as they say. Start with an easy one-shot (I recommend: Secret Ending: A good Kenji route, which incidentally, you can use freely) and see if it works. Then present the VN here in the forums and ask again for a team to join you.
That's all the encouragement and advice I can give you.

There's also a fairly large grey area that I would think Aura and/or the other developers would have to define.
I understand completely about not using anything original to the game such as sprites, music, BGs, etc.
The grey area comes in with the first part of what Aura said, about trying to make it clear that it's NOT KS. Where is the line drawn? I would imagine that each developer feels different about this.
Let's say we take a few of the completed routes or ones near completion (Suzu, Miki, Misha, Rika) and convert them to work in a fangame.
Can we use the original characters from the VN, if new sprites were made for them? Nurse, Mutou, Kenji, the original 6 girls, etc?
For that matter, can we even use characters like Suzu and Miki which were present (albeit very, very briefly) in the original game?
Can we still use Hisao, or would we have to come up with a new MC?
Otherwise you end up with Missing Stars.

I think the separate sprites, music, and backgrounds would cue in people who have played the original game that it's different. You'll still recognize the characters for who they are, but the different backgrounds and music are a constant reminder that you aren't playing KS. The title screen could also be made differently. The issue with pseudo routes would be that one would be locked into a route as opposed to it seeming like a choice.

So from what I'm getting--from aura as well--it's like a 'fan disk' so to say? Not direct sequel, just something the fans made for the fans?
Well, feel free to use my stuff. Still need to get around finishing it though

I think it never really stood a chance to begin with. 99 out of 100 of these kinds of projects die off.
