Emi's short and doesn't have much meat on her chest, but she's not a loli. She looks older than 10. She also doesn't act like a loli. Yes, she acts childish during some moments (but so does Shizune), but most of the time the good-natured snark she volleys back and forth with Hisao is very much the interaction of people who are (about) the same age. No tiresome "onii-chan" antics on her part.

Given that the original character design was far from it, I guess Emi isn't.
Though now she looks way younger than her actual age, still she looks a bit older than average 'loli' characters.
Maybe the designer intended her to look like one but not act like one.
