Well, Japanese telecoms have always been at the forefront of cellphone Internet access. Still, need a historian on the Internet for greater accuracy. Quote from Wiki:

"As of May 2008, 31.3% of elementary school students, and 57.6% of middle school students own a cell phone, with many of them accessing the internet through them."

Japan tends to have a thing for old tech that everyone else has largely disposed of...Like fax machines. You can still find them (just like you can still find Blockbuster), but they're kind of laughable now in many places where they used to be standard.

Fax machines... My workplace still uses them.

This might throw a wrench into my fanfic. I have everyone owning computers or laptops after graduation.
