In Lilly's route, during the lunch on the roof with Lilly, Hanako, Rin and Emi, Hisao describes her as tall and tanned.

She could be originally from Okinawa or Kyushu, whose inhabitants are often portrayed as very tanned in many anime and manga.

Not all Japanese people are light skinned. Also considering her athleticism, it could be a tan.

At most she's mixed.
