As much as I love Rin, my choice is going with Hanako, for that awesome casual wear with the strangely-collared shirt. The jacket suits her well, and that awesome hat! Best-looking outfit in the game, imo.

Hanako, though it's kinda ironic that someone who doesn't like to be noticed has such a sharp fashion sense.

Hanako with her hipster hat has no competition, at least in your poll, since you excluded Hisao, with his sweater vest, no good man, no good.

Hanako was surprisingly fashionable (I knew she'd cover up but I didn't think she'd go for something more modern - and I'll bet she's the one who helps Lilly with picking out clothes as well, especially that gorgeous cheongsam) so I'll go with her.

Honourable mention goes to Rin though. I think overalls/dungarees look adorable.

Only girl's non-uniform outfit I didn't like was Shizune's, it didn't really seem to complement her figure.

Hanako of course. Her casual clothing combination is incredibly classy while still being functional and modest, and makes her look both cute and hot at the same time. Also, given what we know of Lilly it's likely Hanako is the one who picked out her clothes, including that red cheongsam. Thus, Hanako wins hands down.
