Why doesn't Rin just use prosthetics
You know like Emi. I know she was born like that and all but people who were born with limbs use prosthetics too. Her stumps are certainly long enough so it probably wouldnt be a problem fitting her with some.

She would need very advanced robotic arms that are
1) Incredibly expensive if not still technically prototypes
2) Still really don't work that well. Painting takes a huge amount of finesse and dexterity that current prosthetic arms (or more accurately, hands) absolutely can't produce. If it doesn't help her do that better I don't really think she would care for it.

Maybe she just doesn't see the point. She grew up using her feet for tasks that required hands, so she's used to it. It's hard to miss something you never had, ya know. Aside from the occasional help from Emi, she seems quite able take to care of herself without arms.
We don't know much about her past. Who knows, she could have tried them at some point in her life and just decided she didn't like them. They wouldn't be the same as real arms anyway. A lot of prosthetic arms are just for show and don't actually do anything besides make it less obvious the person is missing said limb or limbs. The ones that actually do something might just be too complicated and expensive for Rin and her family.

I don't know how advanced prosthetics are nowadays; Emi has the advantage that her legs have been amputated below her knees, but Rin misses the elbows. It might be that prosthetics would be more of a hindrance for Rin when they lack the motoric skills she has with her feet.

This. Prosthetic arms are not nearly as advanced as prosthetic legs are, and in either case missing the central joint (knee or elbow) complicates things immensely. They'd probably be cumbersome and useless.
Prosthetic arms are not very good, currently. Even the most advanced models on the market, hundreds of thousand dollars, can't write properly, let alone do anything that Rin could do with her feet or mouth (like write, paint, etc).
For Rin to get prosthetic arms would probably be just a few hundred thousand dollars down the drain. Anything she could do with them, she could do many times better with her feet.

She would have no dexterity in them to perform basic tasks. Emi can get away with it for two reasons. First is that feet are used for less, so don't actually need to be moved themselves, just act as a platform for the legs. Second, as was already mentioned, Emi's prosthetic are below her knees, hence why she can run. Hands that can't move are useless for Rin.

To put it another way, Rin is already better with her feet than current prosthetic arms are for pretty much everything she does. Many of the things she has trouble doing with her feet, prosthetic arms couldn't do at all. End result: the only real advantage she would get from prosthetic arms would be aesthetic, and this doesn't seem to be something she's terribly concerned about.
