You know, i was wondering the same thing. I actually yell out 'Were is Lelouch?" during the classroom intro.

But all the other cameos were still there, and cameos don't infringe on copyrights.

Conscious decision on part of the devs.

I guess lelouch looked really out of place in the setting. But hey, there's always the demo.
