Lilly is the only official foreign student as far as I know. There could very well be others though. If there are any blonde people in the classroom CG (I can't recall any) then they are probably foreign too.

Lilly and Akira are the Scottish ones, aren't they?
I say this because 'Akira' is an anglicized (female, of course) Scottish name. It's quite flimsy as evidence, though, I have to admit.
EDIT: Oh, I guess Suriko's post somewhat denies me access to such information. Ah well. I'll stand by my theory, thank you.

I had thought that Lilly (and Akira) we're at least born (or raised... or both) in Japan. They speak it well enough it would seem. Based on last names, they have a Japanese father, and on genetics, a very tall caucasian mother. Perhaps they've travelled to (insert mother's home country here) a lot, and are well cultured because of it.
Also, 'nationality' just means the country that a person is from, and the above explanation would make Lilly, Akira, and everyone else in the game, of Japanese nationality. I think the OP's post is more about ethnicity.

I actually attribute Lilly's "height" (she's not that tall) to being of Germanic or Norse in origin.
