I'm thoroughly confused by this statement. Emi has the smallest, and Shizune has (arguably) the largest, yet they're your two favorites? Hanako is rather well-filled in that area as well, so I'm confused at the discrepancy :?:

That's not oversized.
Boobs that fit to the frame can't be oversized.

Like, look at Hitomi Tanaka. 5ft 1, has Japanese size O77, US 32N, UK 32JJ, France 85N breasts.

It's all about proportions.

Lilly's breasts look smaller, despite having an 89cm bust, because she's 171cm tall (5'7)
Shizune's look very large because she has an 88cm bust and is 158cm tall (5'2)
