Well, we learn in Lilly's path that
a) they don't take students with mental disabilities (accomodating for those as well, on top of all the physically handicapped ones would probaly be too much for one single school/institution)
b) not everyone at Yamaku is disabled
combined with Misha's statement of wanting to be an interpreter, allthought one might suspect other motifs, this line is telling:
"I thought it could be interesting, and even if everyone hates me, I figured they'd leave me alone"
Perhaps a mixture of her tendency to want to escape what she sees to percieve as glaring bland/boringness ( hence, bright pink hair), and having been hated/harassed before. Maybe she was bashed for being a lesbian, or because of her... non-standart personality.
Human behavior and its many aspects are a spectrum like everything else, and there needs to be a spectrum for evolution to work, and for society to function (as ppl with different talents or lack thereof complement each other), it's just that many institutions/standarts of a society are made to carter to the bulk of the gaussian bell for entirely practical reasons. Some ppl are closer to the fringes, without necessarily having anything pathological about them - I mean, this game tends to call actual pathological occurences by their names where it wants them to be percieved.
Similar things could be said in Regards to Rin, I guess.

To highlight a couple key points:
- Even in the highest functioning, conversational speech does not develop.
- They can learn sign language better than spoken language, but it is still limited in the extent of vocabulary and is often impaired by poor motor functionality.
And there's also the fact that Angelman syndrome would more likely than not be one of those "mental disabilities" that Misha herself said Yamaku does not accomodate.
