I voted for Lilly. She's a beautiful girl with a nearly perfect body. Although, all the girls are quite attractive. It's just If these characters were real, it'd probably take me a while to overlook the lack of arms/legs and or burns on 50% of the body...
I'd vote for Shizune if Lilly wasn't in the picture.
Emi is known to have a relationship history, and I doubt that Hisao is only her second.
Shizune seems like she's familiar with relationships, though that might just be her personality.
Lilly is known to have recieved confessions, and who's to blame her; I'd pour my heart out to her if:
A) She was real or I was a KS character
B) I didn't lack for that sort of confidence
C) I wasn't more interested in Hanako, or possibly another girl altogether.
And to this end I'm quite surprised there isn't more art of her. I honestly think she might be the most attractive character in the game (then again, whoever was responsible for drawing her apparently liked imagining that the wind was always blowing such that it accentuated her figure very nicely).

I don't believe there's an absolute answer to this, but judging by her looks, she must be rather young for a mother. Emi's 19, so I'm guessing Meiko's between 35 and 40.
