I'm not sure exactly. The latest one I know of was sold at AX or some other con (guess who didn't get to go!) but a digital version is planned last I heard. You could pop into the Ask thread to get an answer from the powers-that-be (I.E. the people who spent five years sacrificing virgins to Ren'py to create this game), just to be sure.

In which case, as long as you have the aptitude for t-shirt design, and so long as you check the art's license, you could upload some art from pixiv or the shimmie onto one of the many "create your own t-shirt" websites and have at it.

If 4LS didn't have the thing where you couldn't sell merchandise (and if I had art and graphic design skills), I would so make a parody t-shirt of Hanako and make like a "Hanako's Japanese BBQ and Grill" t-shirt and put it on Teefury or Red Bubble. The design would be something like this:
