If telling them sternly to fuck off wouldn't work, then physically ramming them/attacking them so that they leave, then contacting Mutou or Shizune about the matter. Since i'm Hisao in this scenario, i would most likely either just tell them to piss off, or contact Shizune/Mutou. Maybe even Kenji.

Yeah some decisions were odd but Hisao going into the suspect's house with no backup or even telling anything about the matter to Shizune or Mutou/Yamaku (let alone police) is just way too odd.
