Considering Rin probably developed that 'itch' watching Emi run, it does seem a bit like it's her responsibility to deal with it. Still, this is not something friends should do and all that. Help her pick out a decent sex toy or two online and call it a day.

In all honestly I'm not sure that particular passage adds much of anything to the story though. It's not like Hisao was at all close with any of them in Rin's route, and frankly it does seem creepy that he's keeping tabs on them.
