Yes, but flat panel monitors look horrible at anything other than native resolution due to poor scaling. Indeed they do. That is why you can turn off scaling in the drivers with Nvidia and ATI. (I cannot speak for Intel GMA users as I have never actually used a system with one) The downside to ...

Why does skip mode have to work by flashing through text really quickly? Can it not just be a direct scene skip? That would save some time.

System requirements are minimal.
The game is mostly text with static 2D images. (With the exception of a few scenes which may have some slight lag on older systems)
