Did you go through the route making all possible dialogue choices? If you've done that and it still won't appear, then yes, it might be a bug.

When I played through the first time I, too, got Emi. I did like her route, and I think she is the type of person I end up dating. However, I think Lilly would be a much closer match for my personality, as well as being the type of person that I prefer to go out with.

I only Discovered Katawa Shoujo back in April, but I still think I should say something.
